DALLAS, TX—Pastor Mike Bickle and his 24 hr prayer ministry, known as the International House of Prayer, were blamed by sex traffickers for Stonebriar Church choir member Victoria Cameron’s refusal to take an escort job offered by them when they visited Stonebriar Community Church in Frisco, TX, in 2018, to recruit girls as escorts. The International House of Prayer in Kansas City (IHOPKC) is a charismatic Christian ministry known for its 24-hour prayer room and worship gatherings.

Stonebriar Church became the center of controversy when it was revealed that Epstein and Maxwell visited the church a handful of times with a few of their associates and networked at the church and engaged with church attenders.

They didn’t come to the church to repent. They came for procurement.

They visited the church with associates Kevin, and Bri, who they appeared to be training as apprentices and networked in the church lobby before and after services, arranging adoptions that were suspected to be procurement for child trafficking, and recruited at least six girls to work for them as escorts, They also sold sensual massage packages to people at the Dallas Fort Worth area megachurch.

According to field officers, there was a short hispanic man that they observed at the church talking to Epstein when he visited, like they were already associated. This man was later identified as a church volunteer, and disappeared from the church in the fall of 2018.

When the hispanic man and Epstein talked, it looked like they were setting up a business deal. He was observed telling Epstein that the church was a goldmine.

When it became noticeable to members of the group that was associated with Epstein and Maxwell, that Victoria was assisting field officers that were surveilling them at the church, and that she was reporting the activities she observed them engaging in that she discerned was some form of sex trafficking or child trafficking, they tried to stop her from interfering by trying to bargain with her.

During one of the visits that Epstein and Maxwell made to Stonebriar Church, they approached her after church one Sunday and offered her a job as an escort. According to field officers who witnessed this, Epstein approached Victoria and explained that they figured out she had a former association with them by the way she had trauma reactions to Epstein.

He said he looked up information about her in the records they have of everyone they have ever trafficked or recruited, and they found a file on her, where they had transported her from the UK to “an adoption” they had personally arranged in America when she was a child.

According to officers who reviewed her case, the “adoption” Epstein was referring to was the initial stages of a complex child trafficking situation, and the only reason she wasn’t sexually exploited when that “adoption” happened, was because she was rescued before she was exploited.

Epstein told Victoria he contacted the family he sent her to, and found out a disaster happened, and that she left that family. He said he was sorry for that, and explained that the way he wanted to handle this situation going forward, to stop the interference she was creating for him by the reports she was making that were becoming a problem for him, was to offer her a job, a very well-paying job.

Epstein and his assistant Kevin, approached her and talked about the benefits of working for their organization, and talked about the high amount of money they thought they could offer her with their job.

She told them no and refused their job offer without hesitation.

The Girl That Said NO to Epstein

The following dialogue is a reconstruction of the conversation that happened the day Epstein approached Victoria in the Stonebriar Church lobby and offered her a job, provided by notes from field officers who witnessed this interaction.

The field officers who provided information for this article and our ongoing look into what happened at Stonebriar Church are undercover officers who were a part of the undercover investigation that led to the arrests of sex traffickers Jeffrey Epstein and Ghislaine Maxwell, as confirmed by officers in association with the office of James Dennehy, assistant director of the FBI’s New York field office. They requested to be referred to as “field officers” in order to maintain their integrity as undercover officers and so as not to jeopardize ongoing investigations.

“No?” asked Epstein, taken aback.

“Nobody ever tells me no,” said Epstein.

He said, “You have to be kidding. Maybe you didn’t hear us right.”

Maxwell said, “Maybe you don’t understand what we’re offering.”

She said everything they do is high end, and that they pay the best rates of anyone in the industry.

She again told them no.

Then Epstein and Kevin started talking again about the benefits of the job they were offering, and went over some numbers, projecting how much money she could make.

She again told them no.

She said, “No, I’m not interested. I don’t want your job.”

Epstein tried to reassure her that he was making her a really good job offer. He said the people who work for him are happy with their jobs because of how well he pays. He told her he gives his clients good quality and said he gives “good bang for the buck.”  He said that was what he was known for throughout the industry, and assured her that he has a reputation for providing that level of quality service, which means that she would be able to go into the job getting paid really well right off the bat.

She still told him no.

Epstein looked confused, like he was stunned.

Then he asked her, “Would you please help me wrap my mind around why you’re telling me no. No one ever tells me no, or there might have been one or two, or a handful over the years, but it’s rare. Usually everyone breaks at some point and takes my job. I know I can make you an offer that’s worth your while.”

She still told him no, and she started looking for ways to politely excuse herself from the conversation and leave, but the people in his group moved so that one of them stood in front of her every time she tried to exit the conversation, so she couldn’t just walk away.

The field officer explained that you could tell she was alarmed and that she was looking for a way to leave, but they kept observing this to see what would happen and how it would develop.

Victoria told them, “I’m not interested in your massage job. I don’t have the skills.”

Epstein said, “Doesn’t matter. I can train you.”

Victoria told him no again. She said, “The only kind of job that I want that I would be interested in would be one that is inline with my college degree, or something in performing arts.”

She was trying to get out of the conversation by explaining she had no interest in their industry.

Maxwell said, “We train a lot of girls that come to work for us. It’s really not hard.”

She still told them no.

Then Epstein offered a solution. He said that he thought the problem was that she wasn’t interested in working under Kevin’s local branch, and that if she wasn’t going to take a job like this, it was because she didn’t want to work with the status quo. He said he would make her a deal that he almost never gives anyone who’s brand new and offer her a job in the royal escort program.

Epstein said, “It’s the cream of the crop. You get the best men in the world with the best rates.”

She still told them no.

One of the field officers we spoke with about this, said, “I was literally stunned when I heard him talk about the existence of a royal escort program. I thought, There’s a royal escort program? It just makes you wonder how many people are trapped in something like that. That is a whole different level of coercion than what I thought we were dealing with.”

However, considering that Epstein trafficked girls to men such as Prince Andrew, Bill Clinton, and 170 other A-listers named in newly unsealed court documents filed by Virginia Giuffre, the existence of a royal escort program isn’t that surprising, and may explain the level of trafficking that was reported.

Epstein told Victoria he was personally offended that she told him she wasn’t interested in the royal escort program and asked her to reconsider telling him no.

She still told him no.

Epstein asked her what was wrong, and why she was telling him no.

She told them, “The only person I would ever give a massage to would be my husband.”

Epstein and Kevin scoffed at her, and reacted like this idea was disgusting to them.

Maxwell told them, “I know I can put this fire out.”

Then she said to Victoria, “Just make Jeffrey your husband. A lot of girls do that.”

She still said no.

Victoria said about this conversation, “It was disgusting to me that this man thought he should be entitled to me like I’m just another sandwich he ate for lunch. That was how casual they were about this.”

She also said, “It was disturbing to me that there were some people standing in front of me at my church that wanted me to give myself to this creepy man.”

One of these people was a woman she identified as “Debbie from Wisconsin,” wife of a Stonebriar Church choir member who talked a lot about how she was from Wisconsin. Victoria reported that “Debbie from Wisconsin” had received a cheque from Maxwell for giving a child to her for an adoption that was suspected to be procurement for child trafficking.

“Debbie from Wisconsin” was standing around in the church lobby, just a few feet from the conversation Victoria was having with Maxwell that day. She was watching the conversation and encouraged Victoria to take Epstein’s job.

When Victoria told them no again after explaining that the only person she would be giving massages to would be her husband, “Debbie from Wisconsin” interjected and said, “None of that matters. Take the job.”

Alison Monroe, another woman who was standing around in the Stonebriar Church lobby talking with her friends after church, overheard part of this conversation and stepped into help.

Alison said, “What she’s saying is, that whenever she does have a husband, that is who will be the recipient of any such massages, and that she isn’t going to give massages to a man unless he is her husband.”

Epstein asked, “Oh, do you have a husband?”

Victoria said, “No. I had a husband, but he’s with one of your escorts now. Do you want to tell me how that happened?”

Epstein said, “None of that matters. Tell you what, I really want to sign you up to work for me one way or another. How about I double your rate? We will offer you as a starting escort, double what we offer anyone else. I never do that for anyone, but I will make an exception in this case.”

She still told him no.

Kevin, who looked like he was about to explode with anger, said, “What in the world is wrong with you?”

Victoria told them, “It does not matter what you offer me, how much money you offer me, or anything like that. No matter what you say, I will not accept this job under any circumstances.”

Maxwell said, “So, you want to work for someone else then? Is that it?”

Victoria said, “No! I am not taking a job like this under any circumstances. I don’t ever want to be in a situation where something like what you’re describing is happening to me. I don’t ever want to be in a situation where something like what you’re describing is happening to me.”

Alison said, “Now she’s told you the same thing twice in a row. That means she means it. Now, leave her alone.”

Epstein looked bewildered.

“Debbie from Wisconsin” apologized to Maxwell about the way Victoria was talking to Epstein and Kevin, and said, “I’m really sorry Ghislaine. I really thought she would be interested in the job. I know she needs the money. I don’t know what’s wrong with her.”

Bri walked over to the conversation after she had been passing out her business cards in the Stonebriar Church lobby, talking with interested church attenders about her adoption business that was suspected to be procurement for child trafficking. She started a conversation with “Debbie from Wisconsin” about the referral fees she would be getting that day for the girls that signed up to be escorts at Stonebriar Church.

Epstein continued troubleshooting why Victoria was telling him no.

Epstein said, “So I think what the problem is, is that you feel insecure about this kind of work, or you feel insecure about your body? None of that matters. We get everyone past that. Or are you a virgin? Because I can get a lot more for you if you are.”

Victoria told him, “That is none of your business. I already told you, I don’t want your job.”

Epstein said, “Well, I think you do, but you’re just insecure.

Victoria still told him no. She said, “I don’t want your job.”

Alison said, “Victoria told you no she doesn’t want your job, church is closing, time to go lunch. Everybody it’s time to leave.”

Maxwell said, “Jeffrey is a really important man. He can get you places. He’s a talent investor. Take his job, and he can promote you, but within our network.”

Victoria again said, “No, I’m not interested.”

According to a field officer, at this point, Maxwell looked exasperated, and Kevin, who was already angry that she kept saying no, was now getting even more heated at this point. He said Kevin was starting to pace around aggressively like he was on the verge of engaging in a physical fight.

Epstein said, “Okay, I’m just going to throw in the towel here. What do you want to make this work? What are your terms? Maybe I can meet you halfway and we can compromise somewhere.”

Victoria told him, “No, I won’t be compromising anything. The answer is no.”

She said, “I believe in a pure Christian marriage relationship, that this is the only context a sexual relationship should happen in, and I believe in sexual purity before God, and there is nothing you can do to get me to change what I believe about this, because the only thing that matters to me is what God thinks about me. His opinion is the only opinion that matters to me. I don’t care what you have to say.”

Epstein scoffed at her in disgust, and said, “Old maid! So, you’re telling me you want to be an old maid, because that’s what you’ve just said to me by saying that rubbish. I can’t believe this.”

Alison said, “All Victoria’s doing is sharing her personal values. She has her values, you have your values, you both don’t see eye to eye. That’s her choice, you have your choice, no reason to criticize her. Church is closing, time to leave, everybody go to lunch.”

Kevin was enraged and said there was no other option, than to put this fire out today.

Epstein had another associate with him that day, a man whom he called Andy.

Andy said, “The problem is that prayer ministry she follows. What’s the name of it? International something like pancakes.”

Andy said, “It’s the pray all the time church. They brainwash everyone that goes through there. I have seen the reviews online, and I know I’m not the only one who thinks this. What’s the leader’s name? Bicki something? It’s that pray all the time church. That place is the problem here, that she even likes a cult like that. That’s one of the problems that we’re dealing with here, and the other problem is her father.”

Alison said he stood right there in the Stonebriar Church lobby and said that the problem they were having with getting Victoria to take their escort job was because of Mike Bickle’s ministry and her father.

The field officer explained, “From the way they talked about this, you could tell that they had been watching her life from a distance. She had made several reports about believing she was being stalked by traffickers over the past several months, and those reports were proven valid.”

Alison asked Victoria if she knew Mike Bickle or if she had ever been a part of his ministry. She said no. She said she just followed it online, but had not followed it for awhile.

Epstein said to Victoria, “So, you’re really not going to take my job?”

Victoria again told him no.

Maxwell, who was trying hard to be civil, spoke to Victoria through gritted teeth and said, “Fine! Offer’s off the table. Don’t come around begging us to reconsider after you figure out what you’ve said no to. We don’t give this opportunity to everyone.”

Victoria said, “I never will.”

Kevin said in a threatening manner to Victoria, “I will find a way to deal with you.”

This conversation grew more heated when Alison confronted the group and a handful of Stonebriar Church insiders that had an interest it, and demanded for them all to repent or face the judgement of God and go to hell.

Church security officers eventually came over to the group, and lightly escorted Epstein and Maxwell out of the building along with the rest of the members of their group, and told them not to come back. Epstein turned around to look at Alison as he was walking towards the door, only to shout obscenities at her and to flip her off.

Another woman at the church came and stood next to Victoria and said, “We have some really bad people here today. Just stay right here with us until we know they’ve driven off the property. Are you okay? I’m so sorry.”

Alison explained that she thought the reason that Mike Bickle’s ministry came up in the conversation that happened with Epstein was because there had been some worship leaders visiting the church that day from The International House of Prayer ministry (IHOPKC), and some of them had been repeated guests, as it looked like they were involved in a ministry project in Dallas.

These sexual predators had noticed Victoria talking with the worship leaders from IHOPKC. They were frustrated that she was interested in talking with the worship leaders as opposed to them. The only reason they had a conversation with her at all about their job, which she refused, was because they backed her into a corner to force her to talk to them, and it didn’t go well.

Alison explained that she herself wasn’t familiar with Mike Bickle’s ministry at the time this happened, but said that it was interesting that his ministry was viewed as the source of the problem, in their assessment of the obstacle they had in their inability to get Victoria to take their job, when there were a lot of things in her life that probably contributed to the source of what they saw as an obstacle.

Alison said about that exchange, “It looked like they hated Mike Bickle’s ministry the way Christians hate Satan. It was very interesting.”
